Who was Toby?

Here's a question for Jeff from way back that I've always wanted to know:

I played the heck out of original Sword of Fargoal on the old C64 in the '80s. It was one of my first games, but yeah, brutally hard. After about the 9-millionth time of being fatally mauled by a werebear halfway to the sword, I decided I'd had enough. I hit Run-Stop and decided to stack the game a bit more in my favor.

(Remember when computing was so new that we could write programs in BASIC, without DRM or copy protection of any kind and still sell it commercially? Me too. Nukewar, Sidewinder, Crush Crumble & Chomp, Apshai, all in glorious unencumbered BASIC. Except...)
When I entered the LIST command, instead of getting the program listing to tweak to my liking, my faithful C64, in quaint Fargoaley text, blanked the screen and said, "You'll have to do better than that Toby".

Admittedly, I chuckled. But for over 30 years I've wondered: Who was Toby?

As an aside, I have only "beaten" Sword of Fargoal one time. I used the Run-Stop key, and by the wildest bit of luck, blindly guessed the variable name for the hit points, set it to =99999, and typed CONTINUE. Worked like a charm. ;) Managed to avoid having the sword stolen back, and reached the surface; although that victory must always bear an asterisk, for obvious reasons. Thanks Jeff, for a truly wonderful, infuriating, classic game!

Toby is the guy in charge of releasing Fargoal 2

... a total phantom (jut like Fargoal 2)
